December 10 Legislative Committee report

Bills reviewed:

S-729_R2, S-729_S1, S-729_S2 (Kean) – Transfers responsibility for establishment and enforcement of ethical standards for local officials to State Ethics Commission. Will continue to monitor.

S-3264 (Weinberg) – Limits eligibility of certain public employees for health care benefits coverage; prohibits those limited from receiving payments for waiving such coverage. Will continue to monitor – there was a question about this already being the case when they did the health benefit reform a couple of years ago. Will seek clarification.

S-3266 (Beach) – Facilitates coordination of land use planning between civilian and military interests to preserve viability of federal military installations within State. The committee expressed no interest.

S-3272 (Beach) -Establishes procedure for consolidating fire districts. Will continue to monitor.

S-3299 (Sweeney) -Maintains property tax exemption for certain nonprofit hospitals with on-site for-profit medical providers; requires these hospitals to pay community service contributions to host municipalities; establishes Nonprofit Hospital Community Service Contribution Study Commission. Will continue to monitor.

S-3301 (Sweeney) – Clarifies stadiums and arenas owned by local government entities are exempt from property taxation. Will continue to monitor.

A-4764 (Burzichelli) – is to be heard by the Assembly Housing and Community Development Committee. This bill, which the Conference has taken a support position on, expands municipal authority to license rental of real property. The committee had previously expressed support for this bill.

A-2893 (Burzichelli) / S-1940_R1, S1940_S1 (Oroho) – is to be heard by the Assembly Regulatory Oversight Committee. This legislation, which the Conference also supports, exempts boards of education and local government payments to public utilities from certain certification requirements. This was an update. The committee had already voted to support. NOTE: Several Business Council members are in strong support of this.
